U.N. Policy Paper Outlines 7 Building Blocks for 'Heavy-Handed' World Government

The fact that the world is being restructured from decentralized diversity to collectivized hierarchy by an authoritarian regime cloaked in green trappings can hardly be disputed.

The final push toward the next and perhaps final phase may be announced this June at the 2012 U.N. Conference on Sustainable Development in Rio de Janeiro, Brazil.

A Scientific American editorial by Gary Stix highlights a policy article written by several dozen scientists that appeared online March 15 in the journal Science.

The conclusions reached by the scientists, as well as the editorial from a staff member of Scientific American are incredibly unscientific and fly in the face of the many thousands of independent scientists and researchers who have refuted the theory of man-made global warming.  Regardless, this small group pushes ahead with their suggestions that the only way to combat such a global catastrophe is of course to solve it through global government.  And not just any global government, but one that Scientific American suggests should be "heavy-handed (in its) transnational enforcement powers."

The policy paper entitled, "Navigating the Anthropocene: Improving Earth System Governance" is one of the most blatantly authoritarian among the incrementally more open policy papers that we are witnessing, as global governance continues on its runaway path in the name of saving humanity from itself.
Opening with a summary, the conclusions and solutions are clear:

Science assessments indicate that human activities are moving several of Earth's sub-systems outside the range of natural variability typical for the previous 500,000 years (1, 2). Human societies must now change course and steer away from critical tipping points in the Earth system that might lead to rapid and irreversible change (3). This requires fundamental reorientation and restructuring of national and international institutions toward more effective Earth system governance and planetary stewardship. (Source)

The full text of the article is available for a fee which we paid for access, and we can tell you that it is centered around the "Building Blocks" that form the foundation for the edifice of a one-world government.  These building blocks have been repeated throughout globalist literature, so this is nothing necessarily new, but the fact that they fall within the context of at best a hotly disputed assertion that humans are to blame for catastrophically altering their environment -- namely through climate change -- indicates that their agenda must move forward, factually based or not. (All section titles are paraphrased.)

Consolidating global agencies -- The globalist framework has been established through agencies like the United Nations, World Trade Organization, World Bank, and their countless tentacles, which have formed a web of incredibly corrupt and inefficient bureaucracy that most thinking people would love to see eradicated.  However, as opposed to dismantling these agencies as complete failures, there is a proposal to unify them further under the green umbrella.  The suggested organization would be called the UN Sustainable Development Council. 

Integrating 'Sustainable Development' to the local level (Agenda 21) -- Once such a council is established, it will efficiently and heavy-handedly dictate down the pyramid of global control until it reaches each and every community.  This is the stated objective of Agenda 21 as a way to transform the 21st century by centralizing power and eradicating individual freedom.  When this goal is understood, then it becomes quite clear that when we see similar rules put in place for disparate nations in the areas of food, banking, and the eradication of civil liberties, it is part of this coordinated plan toward planetary governance. Local communities become viewed merely as outposts for resistance and must be made to comply with the dictates of the pyramid's capstone.

Bringing emerging technologies under global control -- Interestingly,geo-engineering is openly mentioned here, despite it being still considered a fringe conspiracy theory under the name of Chemtrails.  Nanotechnology, biotechnology, and other scientific endeavors must also be brought under global control by a worldwide council that presumably will lay claim to this intellectual capital and resource generation.  There is discussion about a framework of conventions to theoretically ensure that all participants adhere to an agreed-upon basis for research and implementation.

But has this ever really worked before?  We have a convention against the use of biological warfare; a convention against the use of most non-lethal weapons, a convention against torture, etc., and yet our world is seeing only a ramping-up these activities.  The conventions merely provide a framework for enabling the control and allocation of whatever it is that they are designed to address -- rarely are they a method to prevent and deter abuse.

The creation of a global legal and economic framework -- This is one of the most insidious, as it literally encourages local laws and economic policies to be rewritten with the goal of furthering a global matrix of interconnected bureaucracies that all but eradicate the ability of local communities (or countries) to opt-out of this dictatorial mission.  The paper uses the word "discrimination" in a most accurate way to promote only green initiatives.  There are no specifics given, but we only need to look at the "green" and "alternative" businesses that have been promoted (and invested in) by government to see that most have been an abject failure, leading to the bankruptcy of several in near-record time.  It is much too early for the proposal of the largest government the world has ever known to lay claim as being experts in resource management and alternative energy.  If this is put into effect on a global scale based on the small-scale examples we have seen so far, we will witness the utter implosion of the global economy, and a mass reduction in the standard of living for the average person, as well as the inability for entrepreneurs to circumvent such a system if it should fail. Consensus-based decision making becomes majority rule -- This is yet another very dangerous concept, as is the antithesis to a functioning republic.  The paper highlights the "efficiency in decision-making" that is the hallmark of majority-based rule, versus that of a consensus.  And there is a reason for this -- because every individual has an innate right to participate in the very decisions which will most impact their life.  The decision for global governance and sweeping policy changes right down to the local level are the last decisions that should be made hastily.  Just one example was the mass agreement to the validity of man-made global warming, which resulted in a carbon credits market, and other transformative policies, only to be swayed the other direction when evidence of a cover-up known as Climategate revealed a distorted picture of the true scientific data, as well as the hidden political and economic agendas.  A free society is indeed a transparent one, but that will never flourish under a panel of experts reporting to select councils and governed by regents, because the independent researcher has no place in such a system. 

Legitimacy and accountability of stronger intergovernmental institutions -- Here they admit that global governance removes local sovereignty, and try to work their way around the issue by proposing a representative system, no doubt to give the illusion that the people have a say in what gets decided. "Global governance through UN-type institutions tends to give a larger role to international and domestic bureaucracies, at the cost of national parliaments and the direct involvement of citizens." They claim that accountability and decision-making will be strengthened "through special rights enshrined in agreements or stronger participation in councils that govern resources and in commissions that hear complaints."  They also call for more transparency as an "effective accountability mechanism".  Yet, the entire report is based on cherry-picked and unproven science. Finally, this section also discusses accounting for "imbalances in the strength" among different countries, probably to make sure the right countries (the G20) actually have the power, much like the U.N. Security Council.

The creation of global financial instruments -- I think we all have learned enough about the inherent toxicity of "financial instruments" such as derivatives and the carbon market scam.  The paper alludes to an "emissions market" which will be employed to ensure that poorer countries receive financial support through a system of "equity and fairness."  When has this happened even once within any initiative promoted by globalist interests?  The World Trade Organization has been an abject failure; the World Health Organization has been a disaster; and the IMF has been perhaps the most blatantly corrupt and predatory of them all.  These systems do nothing to empower and support the poor; they are there to create the very terms and compliance that is required to co-opt their resources and productivity and loot sovereign nations. To enshrine these building blocks of world governance, it is proposed that there needs to be a "constitutional moment" in the reordering of world politics, similar to what followed WWII.  It is disingenuously implied that the international norms set for human rights serve as an example for a similarly standardized approach to counter the destruction of the environment. 

It is admitted that the birthplace of Agenda 21, Rio de Janeiro, Brazil (1992), will once again see a "test of politcal will" to implement drastic changes.  Those changes will continue to radically build upon the reduction in national sovereignty that we have witnessed across the board.  They are changes which will no doubt continue to erode individual freedom and contribute to the massive financial hardship we are being subjected to through authoritarian, centralized rule by a fascistic cabal of bankers and politicians that collude to keep humanity from realizing its true potential.

There must be mass outrage to such a degree that even their plan for "majority rule" cannot succeed.  A rising tide of protest and civil disobedience can easily smash each one of the building blocks above.  The Achilles Heel of their plan is resistance to any initiative that would remove the power of local communities to support and sustain themselves, and instead force sworn fealty to a group of overlords who admit to their desire to impose a scientific dictatorship to be ruled by councils of experts.  It has been these so-called experts, at the behest of governments throughout history, who have led to nothing short of a mass murder machine.  We need to keep that in mind as they attempt to guilt trip us into compliance with their "humanitarian" agenda.

Honduran Farmers Slaughtered In Name Of Global Warming

UN-accredited companies violently seize land to grow biofuels as part of carbon trading scheme

23 farmers in Honduras were slaughtered in cold blood by hired mercenaries as they tried to protect their land from being seized by a corporation who wanted to use the land to produce biofuels as part of a United Nations-accredited EU carbon trading scheme.

“Protests erupted in July when six international human rights advocacy groups presented a report to the EP detailing what they called murders and forced evictions of peasants in El Bajo Aguán Valley of northern Honduras, ” reports the New American.

“The International Federation of Human Rights (FIDH) report accuses UN-sanctioned palm oil mills of stealing farmland from Honduran natives and killing or wounding them when they attempt to defend their property. It says the companies, acting with government impunity, regularly target members of local land-rights movements who end up murdered in feigned car accidents or hunted down and shot by private security guards.”

The United Nations’ CDM (Clean Development Mechanism) responded to news of the killings with a collective shrug of the shoulders.

“We are not investigators of crimes,” a board member told EurActiv. “We had to take judgements within our rules – however regretful that may be – and there was not much scope for us to refuse the project. All the consultation procedures precisely had been obeyed.”

The CDM board’s chairman, Martin Hession, also refused to take responsibility and argued that the EU didn’t have the resources to investigate the crimes.

However, members of the European Parliament have promised to visit the area later this month as part of an ongoing investigative mission.

“Examples of the violence are gruesome,” writes Rebecca Terrell. “Security guards ambushed 15-year-old Rodving Omar Villegas near his village and shot him to death with an AK-47. A car ran down and killed 60-year-old Juan Ramon Mejia. And José Leonel Guerra Álvarez was murdered inside his home in front of his wife and children by armed assailants firing from outside the house.”

The murders were facilitated by the “direct involvement of private security guards from some of the local companies who are complicit with police and military officials,” a report by an International Fact Finding Mission that was presented to the European Parliament’s Human Rights Sub-committee stated

Writing about the deaths, Czech theoretical physicist Luboš Motl stated, “We are dealing with a group of fanatical people who won’t demonstrably stop when they need to kill people in the name of their breathtaking delusions (the comment about their need to follow their “rules” is just totally scary) and in the name of the millions that, according to their beliefs, belong to them.”

“We are dealing with a dangerous international fascist organization (I mean the climate alarmists) and I am telling you, if we won’t show them that we have teeth, they will show it to us sometime in the future.”

“Who didn’t this coming?” asks the Soylent Green blog. “Oh that’s right, the EUrotards. Who would have thought that Third-world Kleptocrats and bankers would steal land to cash in on the Thermageddon Carbon Trading Scam of the Millennia? And if any pesky farmers get in the way–kill them.”

As we have previously documented, this is not the first time that armed troops have killed poverty-stricken villagers after stealing their land in the name of global warming.

Last month we reported on how New Forests Company, a British outfit backed by the World Bank that seizes land in Africa to grow trees then sells the “carbon credits” on to transnational corporations, worked with the Ugandan government to evict villagers from their homes.

Armed troops stormed the village of Kicucula, setting fire to residences and beating anyone who resisted. An eight-year-old child was killed during the terrifying raid.

The New York Times later reported that the bloodshed was all “For a good cause: to protect the environment and help fight global warming.”

The lucrative scramble for arable land in Africa and South America is worth millions to carbon trading companies.

As we have previously documented, the manufactured threat of man-made global warming is being used as a tool of neo-colonialism in the third world, not only through the seizure of land and infrastructure, thereby preventing poor nations from using their resources to develop, but by literally starving poverty-stricken people to death.

Climate change alarmism and implementation of global warming policies is a crime of the highest nature, because it is already having a genocidal impact in countries like Haiti, where the doubling of food prices, directly attributable to biofuels replacing land that would have been used to grow crops, is resulting in a substantial increase in starvation, poverty and death, with the population being forced to live on mud pies.
Seizing private property and killing those who try to protect their homes and families betrays the fact that while the movement against man-made climate change likes to project an image of itself as a touchy-feely liberal cause, in reality it is a brutal and arcane form of savagery led by eugenicists obsessed by greed who have no concern for human suffering.

The International Planned Parenthood Federation are now advocating the “right” to consent to sex acts become a plank the platform of the United Nations “Rights of the Child” Treaty.   The international abortion NGO released two documents to be used by child sex advocates as part of a media blitz, directing children of any age to “explore avenues of sexuality”, and directly attacking the protective role of the parents.
This UN council plans on punishing “violators and abusers of the rights of the child” as defined by UN tribunal.

Planned Parenthood, fronting for gay and pedophile NGO’s, want heterosexual values such as chastity and age of consent, ruled a violation of children’s “sexual rights.”
LifeNews/CFAM writes; “The sexual rights guide “Exclaim!” calls for a cornucopia of sexuality and gender protections and entitlements under the guise of international law.”
“Governments must respect, protect and fulfill all sexual rights for young people,” the publication states. The guide is designed to help young people become sex advocates.”
“Young people are sexual beings.” and “…All people under 18 should enjoy the full range of human rights, including sexual rights…”
It goes on to demand the removal of parental and spousal consent laws that prevent minors from “seeking reproductive health services” without parental knowledge and consent.   The documents encourage children as young as ten to “become sexual rights advocates”.
This “Exclaim!” text is drawn from the “Basic Sexual Rights” manifesto of the “Institute for Advanced Study of Human Sexuality,” headquartered in San Francisco. It refers to under-aged as sexually “disadvantaged.”
“The recognition by society that every person, partnered or unpartnered, has the right to the pursuit of a satisfying consensual sociosexual life free from political, legal or religious interference and that there need to be mechanisms in society where the opportunities of sociosexual activities are available to the following: disabled persons; chronically ill persons; those incarcerated in prisons, hospitals or institutions; those disadvantaged because of age…”

The Institute for Advanced Study of Human Sexuality was founded as a satrap of the Kinsey Institute in the 1950′s.  It trains ‘sex educators’ to prepare public school teachers to teach children contraception and homosexual/lesbian techniques and how to masturbate and use pornography.

What IPPF’s “Sex Rights for Children’ means is that a 12-year-old can get an abortion through Planned Parenthood without the parents knowledge or approval.  It also affirms the child’s “right” to “gay” lessons on the tax payers dime at school. Finally, it affirms the “right” to consent to sexual “explorations” with anybody,  regardless of age or gender “choice”.
Does a child’s :”rights” include opting out of sex classes promoting masturbation and bisexuality, or even the “gay” history curriculum in California?
No, it doesn’t.  “Human Rights” is a euphemism for satanic social engineering and perversion.

78 percent of Pakistani children with polio were given polio vaccines

In the last year, as Pakistan has lost favor with the US and UNICEF, polio virus has paralyzed increasing numbers of Pakistani youth, casting doubt on the good intentions of those who fight polio. To make matters worse, most of the new cases have occurred in children already vaccinated. Is the US attempting to fight Pakistan by tainting inoculation doses?
The medical data suggests that the vaccine has changed in its efficacy against the disease. Last year, there were 136 cases of infected youth, and 107 of these had been administered multiple polio vaccinations. These figures are the largest the Polio Global Eradication Initiative has seen since 2006, despite heavy treatment in the most affected areas, South Punjab and the Federally Administered Tribal Area (FATA).
Even the more peaceful provinces have suffered. As reported by the Pakistan Daily times, there were 10 cases of polio in Sindh province in the first four months of the year. The article morbidly notes each of the cases, citing the children’s names and the number of vaccinations they had received before the onset of polio virus: “Mohammad Asif, aged 40 months with all his limbs affected… was administered oral anti polio vaccine (OPV) four times… The three and a half years old Ameera… had one of her arms and legs paralyzed… Ameera was first of the confirmed cases of polio during the current year.”

French President Nicolas Sarkozy has spoken the magic words: “Tax the banks,” and this is the big news from the opening day of this year’s UN General Assembly plenary session in New York. For reasons which have much to do with internal French political struggles, Sarkozy has thus placed the central question of the age on the international agenda: Who will pay the costs of the world economic depression? Will it be the bankers, speculators, derivatives mongers, asset strippers, and hedge fund hyenas who have created the current depression through the bubble economy of the last decades? Or, as the Koch-headed dupes of the Tea Party demand, will the cost of the depression be taken out of the hide of average working people around the globe under the banner of “free-market” swindles once again?

The financial transaction tax is the key to making the bankers pay for their own crimes.



“We have no right to shelter behind the economic crisis as supposed grounds for doing less,” said Sarkozy, who noted that government budgets are everywhere under tremendous pressure. “Finance has globalized, so why should we not ask finance to participate in stabilizing the world by taking a tax on each financial transaction?” “I want to tell you of my conviction that while all developed countries are in deficit, we must find new sources of financing for the struggle against poverty, for education and for the ending of the planet’s big pandemics.”1 Sarkozy stressed that he intends to campaign for the bank tax when France assumes the presidency is head of the Group of 20 and Group of Eight countries for a year, starting in November. That will keep the Tobin tax in the public eye over the next 14 months, at minimum.

What Sarkozy has thus proposed under the name of financial transaction tax is none other than the Tobin tax, the Wall Street sales tax, the securities transfer tax, or Robin Hood tax, which this website has long advocated. As Sarkozy specified, the financial transaction tax, like a sales tax, would take a small percentage of financial turnover and use the proceeds for purposes of world economic development. Naturally, the really critical questions are how big this percentage will be, who will collect it, and how it will be used. Now that Sarkozy has broached the issue before the court of world public opinion, all of these questions are very much up for debate. Sarkozy himself probably imagines the financial transaction tax as flowing into the coffers of the International Monetary Fund, where it would not be used primarily to fight world poverty, but rather to help pay off the debts of Third World countries which are beyond insolvency. Globalists representing 60 nations will meet at the UN this coming week to push a tax on world financial transactions in the name of solving poverty and climate change, formally launching a massive program to bankrupt the middle class and enrich the coffers of global government.
“Spearheaded by European Union countries, the so-called “innovative financing” proposal envisages a tax of 0.005 percent (five cents per $1,000), which experts estimate could produce more than $30 billion a year worldwide for priority causes,” reports CNS News.
As Ira Stoll, editor of FutureCapitalism.com, points out, new taxes always start off small so as to not be resisted by the people forced to pay them, and are then always gradually increased.
“When people suggest taxes, they always start out ‘small,” said Stoll.
“But once the door is opened to the idea of ‘global taxes,’ you can bet they won’t end small. Never mind all the issues about whether development aid actually helps poor countries or just winds up empowering corrupt local dictators and their cronies.”
The call for a global transaction tax arrives in the aftermath of a leaked UN blueprint which outlined how elitists plan to re-brand global warming in an effort to dismantle the middle class by instituting a “global redistribution of wealth” via carbon taxes.
