Senate Judiciary Chairman Patrick Leahy (D-Vt.) told CNSNews.com that President Barack Obama needs congressional approval to send U.S. troops into Libya.
Following a press conference at the Capitol on Monday, CNSNews.com asked Leahy, “In your view, does the Constitution require the President to get Congressional authorization before launching a military operation in Libya?”
Leahy responded, “It depends. If he wanted to send troops in there, yes.”
U.S. Army General Carter Ham recently said that ground troops could be sent into Libya.
